When do rules matter?

When don't they? I had a coursemate today who sort of thought the paper was in the afternoon. It was a morning paper, by the way. Of course things didn't go right for him. Prof said that no such policy in NUS for anybody to retake if you miss. When do rules matter? I don't know.
